An Uncertain Place: A Commissaire Adamsberg Mystery (Commissaire Adamsberg Mysteries) - Fred Vargas

An Uncertain Place is the sixth novel in the Commissaire Adamsberg series by author Fred Vargas.  While attending a policing conference in London and while there British police discover that someone has left 18 pairs of shoes (including the feet) at Highgate Cemetary.  Returning to France, Adamsberg thinks nothing more of the incident until he is called to solve a murder where the body is badly mutilated and has missing feet..

The book is not a fantasy novel as some people might think, despite the vampire reference.
